  • assess the level of digital literacy in Russian companies, their level of protection against cyber threats
  • prepare expert recommendations for the state, non-profit organizations and businesses to overcome the identified problems

Digital Literacy Definition

There are different ways to define the concept of digital literacy and measure it. Analysis of Russian and international practices showed the relevance and complexity of the approach proposed at the G20 summit in April 2017. It is based on an assessment of information, computer, and communicative literacy indicators, as well as media literacy and attitudes toward technological innovations.

In the concept of digital literacy we understand the basic set of knowledge, skills and attitudes that allow a person to effectively solve problems in the digital environment.

Components of digital literacy:

  • Information Literacy
    • Knowledge of the specifics of information and its sources
    • Skills for finding relevant information and comparing it
    • Attitudes to harms and benefits of information
  • Computer literacy
    • Knowledge of computer devices and their functions
    • Skills with computer and similar devices
    • Attitudes to the role of computer in everyday life
  • Media literacy
    • Knowledge of media content and its sources
    • News search and fact-checking skills
    • Attitudes in regards to the reliability of information reported through the media
  • Communication literacy
    • Knowledge of the specifics of dialogue in digital communication
    • Skills of using modern communication tools
    • Attitudes in regards to ethics and norms of communication in the digital environment
  • Technological innovation
    • Knowledge of modern technology trends
    • Skills for working with gadgets and applications
    • Attitudes to the benefits of technological innovation
